LAGRANGE COUNTY REGIONAL UTILITY DISTRICT
REGION C WASTEWATER PROJECT – PHASE III
CONTRACT A – WASTEWATER TREATMENT PLANT IMPROVEMENTS
General Notice
Notice is hereby given, in accordance with IC 36-1-12-4 and IC 5-3-1-2, that the LaGrange County Regional Utility District, located in LaGrange County, Indiana, hereinafter referred to as the “Owner” or “District”, will receive sealed proposals for the construction of the following:
Contract A – Wastewater Treatment Plant Improvements
Any contract awarded under this Advertisement for Bids is expected to be funded by the Indiana Finance Authority State Revolving Fund (“SRF”) and the LaGrange County Redevelopment Commission. Other than providing funding, neither the United States nor any of its departments, agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract.
Sealed Bids for the construction of the District’s Regional C Wastewater Project – Phase III are invited and may be delivered or forwarded by registered mail, addressed to the Owner: LaGrange County Regional Utility District c/o Jeanette Combs, General Manager, 2575 N SR 9, LaGrange, IN 46761; until 11:00 a.m. local time, on Friday, February 20, 2026. Bids (“Bids”) for the Projects (as hereinafter defined) will then be opened and publicly read aloud at 11:00 a.m. local time, on Friday, February 20, 2026 by the Owner at a public meeting located at the District Office at 2575 N SR 9, LaGrange, IN 46761. All interested citizens are invited to attend.
In general, the Project includes the following work items:
Contract A – Wastewater Treatment Plant Improvements
- Base Bid
- An expansion of the existing wastewater treatment plant, including:
- Replacement of the existing Plant Lift Station pumps
- New Extended Aeration Equipment, including a new Blower & VFD
- Expanded tankage for new Extended Aeration Equipment
- Yard Piping
- Expansion of the Sludge Dewatering Pad
- Electrical and Instrumentation
- Landscape and Drive Restoration
- Mandatory Alternate Bid No. 1
- Dry Sludge Storage Structure
- Mandatory Alternate Bid No. 2
- UV Disinfection/Post-Aeration Structure Cover
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents (“Bidding Documents”) is Jones Petrie Rafinski Corp. (“Issuing Office” or “JPR”), 111 W Berry Street, Fort Wayne, IN 46802. The Issuing Office’s representative and primary contact is Allie Nahrwold, PE, who can be reached at (260) 422-2522 or via email at anahrwold@jpr1source.com.
Bidding Documents may be viewed and ordered online by registering with the Issuing Office listed above. Following registration, complete sets of Bidding Documents may be downloaded from JPR’s Egnyte File Sharing System as portable document format (PDF) files. Bidders are responsible for making arrangements to obtain printed bid documents.
Alternatively, Bidding Documents may be examined at the office of the Issuing Office, Jones Petrie Rafinski Corp., 111 W Berry Street, Fort Wayne, IN 46802., on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM, local time.
Neither the Owner nor JPR will be responsible for partial sets of documents obtained from any source. If Bidders fail to register and do not receive updated information, their bids shall be deemed unresponsive if any required items are not included.
Pre-Bid Conference
A non-mandatory pre-bid meeting will be held for all potential Bidders at 9:00 a.m. local time, on February 5, 2026 at the District Office at 2575 N SR 9, LaGrange, IN 46761. All prime contractors; subcontractors; small, minority or women owned enterprises; and other interested parties are encouraged and invited to attend.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The Owner reserves the right to reject any proposal for being unresponsive or deemed irresponsible, reject all proposals, or to accept the lowest responsive and responsible proposal/Bidder. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. No proposal may be withdrawn after the scheduled closing time for receipt of Bids for at least one hundred fifty (150) days while final project approvals are acquired from the SRF.
Wage Rates
Wage rates on the project shall not be less than the Federal Davis-Bacon wage scale published by the U.S. Department of Labor. The most recently issued wage scale determination published prior to the date of Bid opening shall be the final applicable wage determination for the Project.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

NOTICE OF HEARING
The Board of Trustees of the LaGrange County Regional Utility District (“District”) will hold a public hearing on Wednesday February 25, 2026, at 3:00 pm at 2575 N SR 9 LaGrange, IN (enter from the rear of the building). The purpose of the hearing is to amend rates affecting Region C customers. The changes are shown below. All users of the District’ sewer works and owners of property served or to be served and others interested shall have an opportunity to be heard concerning the proposed rates and charges.

- Section 5 of the LaGrange County Reginal Utility District Amended and Restated Universal Rate Ordinance addressing the Permit Fee shall be changed to $400 for up to 10 EDU’s and $25 per EDU after that.
- The Capacity Reservation Fee in the LaGrange County Regional Utility District Subdivision Control Ordinance No. 1999-1-13B shall be $200 per EDU.
